Solid, familiar limited filler. The M11 move to common was a good idea and should be replicated. He's in a weird space due to Air Elemental -- 5 for a 4/4 flyer vs. this guy's 4 for a 2/4 flyer -- but he's actually pretty good in draft. A 3/3 flyer would be fine at the price point, too, but would have stayed at uncommon (see Phantom Monster). Either way, it really highlights how silly Roc of Kher Ridges was as a red rare.
As a note, the online-only reprint of Phantom Monster is common. I suppose it's possible that a 3/3 flyer in blue would be common now -- there hasn't been a Phantom Monster functional reprint in the last three blocks, so it's hard to say -- but the closest is Voyager Drake, a 3/3 flyer with an irrelevant constructed ability but a very potent limited ability. This card clearly wasn't meant to be played in Standard, which makes me wonder if it got the bump to uncommon because of its alpha-strike ability in limited.
